A Christmas Present?

While walking in my neighborhood, I saw a large quantity of litter in the roadside ditch:





It looks like the usual junk. Until I looked closer:





These are all maps of submarine fiber optic cables and their landing points. They are printed on sturdy plastic so that while most of them are a bit torn, they are otherwise in fine condition despite being in a ditch for who knows how long. I salvaged a few of the mostly-intact ones, and will probably end up with one on my wall. Was there a truck accident here, resulting in boxes of these maps being dumped? Who were these maps for?
