It's winter! The river normally freezes (at least partly) in winter. Generally frozen rivers are not considered safe to go out on here. The lakes tend to freeze better and people go out ice fishing (http://www.flickr.com/photos/beigephotos/4280167848/) on them (and, yes, sometimes do fall through. Especially when out on the ice in cars and trucks, which are...heavy.)
When I was little we used to ice skate on a field in a park that was flooded and allowed to freeze. Now I either go to the outdoor but refrigerated (and kept smooth with a Zamboni (http://www.flickr.com/photos/beigephotos/6046785/)) rink downtown or else indoors at the Pettit Center (which has a 400 meter long-track oval for speed skating).
Our winters are rarely cold enough to go out on a lake (people only). In the north, where I was born, we usually had a month or two for skating on the lakes, here where I live now we are lucky to get a few days. And personally, I don't trust the ice before at least a week more has gone by.
We have ice rings as well, although I think the closes one is 100 km form here. It's just not the same. I learned on big lakes where you can go for an hour into one direction and then turn, and going in circles while trying not to run over the beginners is just... different.
