OK, I click on the link and I get a page full of XML source with Christmas-tree syntax-based colors. I can cut and paste the URLs of images out of it, but I don't think that's how I'm supposed to see the pictures. How am I supposed to use the link?
That's an "RSS feed," and you are intended to use it by pasting it into your "feed aggregator" and viewing it through the aggregator. Dan Bricklin has a very nice introduction to RSS (http://rss.softwaregarden.com/aboutrss.html) if you're not familiar with it.
I use the (free) web service Bloglines (http://www.bloglines.com/) for RSS, and I've been very happy with it. At this point, I mostly use RSS through Bloglines and hardly remember to look at sites without RSS feeds.
Upon poking around Flickr, I see that you can also just go to this link (http://www.flickr.com/photos/tags/decay/) with your browser to see the same images that the feed delivers.
